1. New Law No. 54/2019/QH14 on Securities

The National Assembly of Vietnam has passed a new Law on Securities No. 54/2019/QH14, which will come into effect from 1 January 2021 and replace the Law on Securities No. 70/2006/QH11 (as amended by Law No. 62/2010/QH12). The new Law on Securities aims to address shortcomings in the current law and to create legal bases, ensure sustainable development and safety of Vietnam securities markets.

2. Decree No. 10/2020/ND-CP on Road Transportation Services by Cars

The Government has issued a new Decree on road transportation services by cars No. 10/2020/ND-CP, which will come into effect from 1 April 2020 and replace Decree 86/2014/ND-CP dated 10 September 2014.

One of the notable changes under Decree 10 is a new concept about road transportation services by cars. According to the Decree, a business entity will be deemed to be engaged in road transportation services if it performs at least one of the main steps of transportation activities (i.e. directly manages vehicles, chauffeurs or determines transportation fares) in order to transport passengers or cargo on roads for profit-making purposes.

Decree 10 also confirms that where an automobile ride-hailing platform provider performs at least one of the transportation activities defined above (i.e. directly manages vehicles, chauffeurs or determines transportation fares), it will be deemed a road transportation services entity and therefore must satisfy the conditions as prescribed under Decree 10 and relevant regulations.

Nhìn tổng thể, EVFTA đi vào hiệu lực sẽ thúc đẩy thương mại trên tất cả các lĩnh vực và ngành công nghiệp, với việc loại bỏ gần 99% các dòng thuế. Bước sang năm 2020, dù nền kinh tế toàn cầu được dự báo có thể tăng trưởng chậm lại trước những rủi ro địa - chính trị, căng thẳng thương mại hay các dịch bệnh gần đây, song vẫn sẽ có những ngành tiếp tục khởi sắc.

Đầu tiên, phải kể đến ngành y tế và dược phẩm, vốn thường tăng trưởng mạnh trong những giai đoạn toàn cầu đối mặt với dịch bệnh. Với một thế giới luôn phát sinh những loại bệnh mới, các công ty dược phẩm, y tế sẽ ngày càng ăn nên làm ra, nhất là khi thu nhập của người dân ngày càng tăng, tầng lớp trung lưu mở rộng sẽ tăng các khoản chi tiêu dành cho y tế. Đây cũng là ngành có tính chất phòng thủ thường được giới đầu tư lựa chọn khi nền kinh tế tăng trưởng chậm lại, thị trường chứng khoán đối mặt với những rủi ro mới.

Nhóm ngành công nghệ được kỳ vọng sẽ tiếp tục phát triển mạnh khi những phát minh mới có tính đột phá không ngừng xuất hiện, mang lại những tiện ích, dịch vụ thiết thực hơn và thuận lợi hơn cho người dùng.
